The 22-year-old joins Spurs after two seasons at Manchester City, where he made 84 appearances and scored seven goals. He was part of the City side that won both the Carabao Cup and FA Cup earlier this year.
"It's taken a while but I'm very happy to be here," Savio said after completing his move.
"It's a wonderful opportunity at a brilliant club with one of the best managers in the world.
"As soon as I spoke to the Head Coach I knew I had to come. He told me he wants to help me reach the highest level, and I believe we can do that together, as a team."
De Zerbi believes Savio can add another attacking dimension to his squad, particularly with his ability to take on defenders from wide areas.
"Savio is a player who brings energy, imagination and quality in wide positions," De Zerbi said.
"He has the courage to attack defenders and the ability to change a game with his creativity."
Tottenham sporting director Johan Lange also backed the Brazilian to become an important player for the club.
"He has already shown his quality at the highest level, and we believe his ability, style and mentality will be a great fit for the squad we are building here," Lange said.
Savio first made his senior breakthrough with Atletico Mineiro, making his professional debut at just 16 in August 2020. He later moved to Troyes before loan spells at PSV Eindhoven and Girona.
It was at Girona where the winger established himself as one of La Liga's most exciting young attackers. He completed 104 dribbles during the campaign, 18 more than any other player in the division, while helping Girona finish third and qualify for the Champions League for the first time.
Savio finished that season with 41 appearances and 11 goals before moving to Manchester City in July 2024.
He made his City debut in the Community Shield before quickly making his Premier League breakthrough. His first Champions League goal came in January 2025.
At international level, Savio made his Brazil debut against England at Wembley in March 2024 and later featured at the Copa America. He currently has 13 senior caps and one goal for his country.
His arrival gives De Zerbi another quick and creative option in attack as Tottenham prepare for their next fixture against Charlton Athletic in the second round of the Carabao Cup at Tottenham Hotspur Stadium on Wednesday.
